North Korea vows no softening under its new leader (AP)

PYONGYANG, North Korea ? North Korea warned the world Friday there would be no softening of its position toward South Korea's government after Kim Jong Il's death as Pyongyang strengthened his son and heir's authority with a new title: Great Leader.

North Korea's powerful National Defense Commission said the country would never deal with South Korean President Lee Myung-bak, a conservative who stopped a no-strings-attached aid policy toward the North in 2008.

The stern message also said North Korea was uniting around Kim Jong Un, referring to him for the first time with the title Great Leader ? previously used for his father ? in a clear message of continuity. It was the latest incremental step in a burgeoning personality cult around the son following the Dec. 17 death of Kim Jong Il.

The younger Kim on Thursday was pronounced Supreme Leader of the ruling party, military and people at a massive public gathering on the final day of official mourning for his father.

The top levels of government appear to have rallied around Kim Jong Un, who is in his late 20s, in the wake of his father's death. Still, given his inexperience and age, there are questions outside North Korea about his leadership of a nation engaged in delicate negotiations over its nuclear program and grappling with decades of economic hardship and chronic food shortages.

"We declare solemnly and confidently that the foolish politicians around the world, including the puppet group in South Korea, should not expect any change from us," the National Defense Commission said. "We will never deal with the traitor group of Lee Myung-bak."

In a combative voice, a female news anchor for state TV read the National Defense Commission statement, saying the "evil misdeeds" of the Lee administration reached a peak when it prevented South Koreans from visiting North Korea to pay respects to Kim Jong Il, except for two delegations led by a former first lady and a business leader, both of whose husbands had ties to North Korea.

North Korea had said foreign official delegations would not be allowed at the funeral but that it would welcome any South Koreans who wanted to travel to pay respects to Kim.

"Even though we lost Kim Jong Il, we have the dear respected Kim Jong Un," Kang Chol Bok, a 28-year-old officer of the Korean People's Internal Security Forces, told The Associated Press. "We will turn our profound sorrow into strength and courage."

In a newly released postage stamp, Kim Jong Un was featured alongside Kim Jong Il against the backdrop of sacred Mount Paektu, the North's official Korean Central News Agency said. It appeared to be the first time that the son has been featured on a postage stamp. North Korea has often depicted Kim Jong Il and his father, North Korean founder Kim Il Sung, together in official artwork.

The North's statement is a warning for Seoul not to take the new leadership lightly, said Koh Yu-hwan, a North Korea expert at Seoul's Dongguk University.

"It is also raising the stakes in case the South wants better relations so Pyongyang can extract greater concessions" during any later talks, Koh said. He added that it's "too early to say the North is dashing hopes for reforms."

While blasting the South's leader, the North also offered a bit of hope for improved ties with the South, saying it "will continue to push hard toward the path of improved relations."

But it added that any better ties won't be "based on the deceitful ploys South Korea is employing by mixing 'toughness' and 'flexibility.'" Seoul has signaled a change in its approach toward Pyongyang in recent months, saying it will be more flexible in dealing with the North.

South Korea's Unification Ministry will maintain its North Korea policy and not react to every statement out of Pyongyang, according to a ministry official who declined to be identified citing the sensitivity of the relations between the countries.

U.S. Defense Secretary Leon Panetta spoke by phone with his South Korean counterpart and they agreed to keep close ties in the coming months, Pentagon press secretary George Little said.

Panetta and South Korean Minister of Defense Kim Kwan-jin discussed the situation on the Korean peninsula in the 20-minute call, Little said in a statement sent out late Thursday.

"The secretary and the minister shared the view that peace and stability on the Korean Peninsula is our overarching priority and agreed to maintain close cooperation and coordination in the weeks and months ahead," Little said.

On Thursday, Kim Jong Un stood with his head bowed at the Grand People's Study House, overlooking Kim Il Sung Square, as mourners gathered below. Top officials flanking him included Kim Jong Il's younger sister, Kim Kyong Hui, and her husband, Jang Song Thaek, who are expected to be mentors of their young nephew.

"The father's plan is being implemented," Ralph Cossa, president of Pacific Forum CSIS, a Hawaii-based think tank, said of the power transfer. "All of these guys have a vested interest in the system and a vested interest in demonstrating stability. The last thing they want to do is create havoc."

Titles are important in North Korea and part of the myth-building surrounding the Kim family legacy.

Kim Il Sung, the country's first and only president, retains the title Eternal President even after his death.

Kim Jong Il held three main positions: chairman of the National Defense Commission, general secretary of the Workers' Party and supreme commander of the Korean People's Army. According to the constitution, his position as chairman of the National Defense Commission made him Supreme Leader of North Korea.

Kim Jong Un was made a four-star general last year and appointed a vice chairman of the Central Military Commission of the Workers' Party. Since his father's death, North Korean officials and state media have given him a series of new titles: Great Successor, Supreme Leader and now Great Leader.

Survey: Facebook-related divorces on the rise

A survey by a UK-based divorce website shows that Facebook figures prominently in one-third of divorce petitions, an increase of 13 percent from two years ago.

Of course, Divorce-Online is in the business of dealing and profiting from the breakup of marriages, so take the results as you will, but the blog post?describes how 5,000 petitions were reviewed recently, as in 2009, and 33 percent of them contained "Facebook."

The top three reasons Facebook was cited in these petitions:

  • Inappropriate messages to members of the opposite sex.
  • Separated spouses posting nasty comments about each other.
  • Facebook friends reporting spouse?s behavior.

So, not only are people using Facebook to hook up with lost loves and make new ones, but they're also using their virtual walls to wage public relations wars with their soon-to-be ex-spouses.

?Social networking has become the primary tool for communication and is taking over from text and email in my opinion," said Mark Keenan,?founder and CEO of Online Legal Services Limited, the parent company of Divorce-Online. "If someone wants to have an affair or flirt with the opposite sex then it's the easiest place to do it. Also the use of Facebook to make comments about ex-partners to friends has become extremely common with both sides using Facebook to vent their grievances against each other. People need to be careful what they write on their walls as the courts are seeing these posts being used in financial disputes and children cases as evidence.?

In the U.S., Facebook has even more clout in divorce proceedings. In 2010, the 1,600-member?American Academy of Matrimonial Lawyers?(which focuses on the end of matrimony, as it were)?cited a survey?that linked Facebook to one in five divorces, with 81 percent of those lawyers focusing on social media as the new affair hotbed. And the hottest of all was Facebook, with 66 percent of those AAML sources mentioning it specifically for evidence of marital discord and misconduct.

In September, a Connecticut judge ordered a divorcing couple to hand over each other's Facebook passwords to aid the discovering process in legal proceedings that included a custody battle.

Of course, on the other end of the spectrum are those who don't blame Facebook, as it is just the latest medium by which the unfaithful carry out their transgressions. People, they say, will always find a way to cheat. It's about establishing boundaries both spouses will respect. As an article on DadsDivorce.com puts it, "It?s not fair to blame Facebook or Internet dating sites because they are just the vehicle ??not the driver."

White House says delaying debt ceiling request

HONOLULU | Fri Dec 30, 2011 2:53pm EST

HONOLULU (Reuters) - President Barack Obama has agreed to delay submitting a debt ceiling increase request to allow lawmakers time to consider it while they are in session, White House spokesman Josh Earnest said on Friday.

"We have been asked by the bicameral leadership of Congress to delay certification in order to give both houses time to consider when the votes may occur, given the current congressional schedule," Earnest told reporters in Hawaii, where Obama is vacationing with his family.

"The president has agreed to Congress' request to delay submission of the certification," Earnest said.

A White House official said the delay would be for days, not weeks, and that the U.S. Treasury Department would be able to use accounting measures to avoid hitting the debt limit.

The credit-worthiness of the United States would not be in question because of the filing delay, the official said.

Congress has 15 days to vote on a resolution of disapproval for the debt limit hike once Obama submits the notification, but the president would be able to veto any such vote.

The debt had been projected to fall within $100 billion of the current cap by December 30, when the United States has $82 billion in interest on its debt and payments such as the Social Security retirement program coming due.

President Barack Obama had been expected to ask this week for authority to increase the borrowing limit by $1.2 trillion, part of the spending authority that was negotiated between Congress and the White House this past summer.

The debt limit currently stands at $15.194 trillion and would increase to $16.394 trillion with the request.

DES MOINES, Iowa (AP) ? Regardless of whether Mitt Romney wins the Iowa Republican caucuses, he has enjoyed a remarkably easy presidential race so far.

When his rivals have stopped battering each other long enough to criticize him, they've often done so tentatively and ham-handedly. Romney's injury-free journey is all the more surprising because, despite some obvious campaign skills, he has well-known vulnerabilities ripe for attack.

The turn of events has astonished campaign pros in both parties, who expected Romney to be more bloodied. And it has dismayed President Barack Obama's allies, who assumed Republicans would at least soften up the man they viewed as the likeliest nominee from the start.

Romney began the campaign de-emphasizing Iowa. But his rivals' inability to produce a clear leader has opened a possible path for him to win.

Israeli police arrest 6 suspects in settler riot (AP)

JERUSALEM ? Israeli police say they have arrested six Jewish extremists wanted for their role in a riot at a military base earlier this month.

Police spokesman Micky Rosenfeld says police made the arrests overnight in several West Bank settlements and in Jerusalem. He said on Thursday those arrested are five adults and a minor.

Several dozen settlers and supporters entered the West Bank base on Dec. 13, attacked soldiers and vandalized military property. The riot appeared to be linked to rumors that the military was about to evacuate an unauthorized settlement outpost.

The attack was condemned by Israel's Prime Minister Benjamin Netanyahu, who said he had ordered police to take action against extremists among Israeli settlers in the West Bank.

Van Halen: Back Together, Touring in 2012!


Van Halen is back together and going back on the road in 2012.

David Lee Roth, Eddie Van Halen and the rest of the band, including Eddie's son with Valerie Bertinelli, Wolfgang Van Halen, will be hitting the road early next year.

They made the announcement via a two-minute long video trailer stating that Van Halen tickets will go on sale on January 10. Specific dates and venues are TBA.

The group also signed a deal with Interscope Records to produce their first studio album with Roth since 1984. Sammy Hagar fronted the band from 1985-1996.

Six-foot Sculpture - Portal - Installed on the Landscape at Trent University

?Portal,? the name of a sculpture created and donated to Trent University by Canadian artist and Trent University alumnus David James ?68, was installed on the east bank of the Otonabee River on Symons Campus on Tuesday, December 20, 2011.

?Trent University is very grateful to David James for the generous donation of his sculpture,? said Julie Davis, vice-president External Relations and Advancement at Trent University, ?and to the many community partners who have spent a great deal of time and effort in bringing this piece of art to our campus. This stunning work will add an additional dimension to the unique architecture of the Peterborough campus.?

Designated a significant cultural property by Canadian Heritage, Portal is made of Belfast black granite from Zimbabwe and weighs in at 6,000 pounds, standing almost six feet high and seven feet across, (H. 77? x L. 95.25? x W. 26.5?).

Trent University gratefully acknowledges the generous support of local community businesses such as Geo-Logic Incorporated, who helped prepare the site; Royden Moran, who contributed architectural design for the base; Drain Brothers for construction of the base, excavation and gravel; Dan Sims Concrete for the form and concrete; Doughty Aggregates for transportation from Bloomfield to Peterborough; Petes Crane in Belleville and Redpath Crane Services in Peterborough for lifting Portal and putting it in place. ?Special thanks also go to adjunct professor Andy Mitchell for facilitating the donation of services.

The location of the sculpture is on the slope between Peter Gzowski College and the Chemical Sciences Building overlooking Warren Garden and the Otonabee River. A companion piece by the same name but made of glass will find its home inside the Bata Library.

Canadian artist David James ?68 creates luminous sculptures cast in glass and bold exterior works carved in stone that often incorporate stainless steel. His sculptures have received international recognition and garnered a number of important awards. A cast glass work merited The Museum of Art and Design Award (formerly the Museum of Contemporary Craft, New York City) at an international invitational exhibition held by Habatat Galleries, Detroit. His large-scale granite sculptures received a People?s Choice award at the sculpture garden at le Domaine des C?tes d?Ardoise in Dunham, Qu?bec.

Pregnant girl, 17, skips cancer care to save her baby ? and dies

POCATELLO, Idaho ? Jenni Lake gave birth to a baby boy the month before her 18th birthday, though she was not destined to become just another teenage mother.

That much, she knew.

While being admitted to the hospital, she pulled her nurse down to her at bed level and whispered into her ear. The nurse would later repeat the girl's words to comfort her family, as their worst fears were realized a day after Jenni's baby was born.

"She told the nurse, `I'm done, I did what I was supposed to. My baby is going to get here safe,'" said Diana Phillips, Jenni's mother.

In photographs, the baby's ruddy cheeks and healthy weight offer a stark contrast to the frail girl who gave birth to him. She holds the newborn tightly, kissing the top of his head. Jenni, at 5 feet and 4 inches tall, weighed only 108 pounds at the full term of her pregnancy.

A day after the Nov. 9 birth, Phillips learned that her daughter's decision to forgo treatment for tumors on her brain and spine so she could carry the baby would have fatal repercussions. The cancer had marked too much territory. Nothing could be done, Phillips said.

It was only 12 days past the birth - half spent in the hospital and the other half at home - before Jenni was gone.

Even so, her family and friends insist her legacy is not one centered in tragedy, but rather in sacrifice.

This month, her family gathered at their ranch style home in Pocatello, where a Christmas tree in the living room was adorned with ornaments picked out just for Jenni, including one in bright lime green, her favorite color. She had passed away in a bedroom down the hall.

Recalling Jenni's infectious laugh and a rebellious streak, her mother held the baby close, nuzzling his head, and said, "I want him to know everything about her, and what she did."

The migraines started last year, when Jenni was a 16-year-old sophomore at Pocatello High School. She was taken to the family doctor, and an MRI scan found a small mass measuring about two centimeters wide on the right side of her brain.

She was sent to a hospital in Salt Lake City, some 150 miles south of Pocatello, and another scan there showed the mass was bigger than previously thought.

Jenni had a biopsy Oct. 15, 2010, and five days later was diagnosed with stage three astrocytoma, a type of brain tumor. With three tumors on her brain and three on her spine, Jenni was told her case was rare because the cancer had spread from her brain to another part of her body with no symptoms.

O'Reilly Automotive (ORLY) continues to rise despite lofty valuation, the stock remains a Zacks #1 Rank (Strong Buy).

Company Description

O'Reilly Automotive is a specialty retailer of automotive aftermarket parts, tools, supplies, equipment and accessories.

Good Earnings

We have to go back to Oct 26 for the last quarterly report, but it was a good one. Net income increased 27% or $32 million ahead of the year ago level of $117 million. Revenue for the period was up 8% to $1.54 billion.

Earnings per share came in at $1.10, 10% ahead of what analysts polled by Zacks were expecting. After meeting earnings expectations in the June quarter of 2011, ORLY has returned to posting an earnings surprise.

More Shares to be Repurchased

On November 16, the company announced its intention to increase a share repurchase program. Adding $500 million to the existing program brings the total to $1.5 billion. Prior to the increase, the company had repurchased 14.4 million shares for $859 million for an average price of $59.81, well below current levels.

Valuations

Shares of ORLY are not cheap by most metrics, but underlying metrics such as sales per store and sales per square foot increased in the most recent quarter.

The stock is trading at a premium to its direct competitors with a 21.4x forward PE. By comparison, Autozone (AZO), a Zacks #2 Rank (Buy) stock trades at 14x forward earnings estimates.

Benjamin "Ben" Campbell Raybould, Albuquerque, New Mexico

Benjamin "Ben" Campbell Raybould, born in Pottsville, Pennsylvania on February 21, 1922, to Jane Treasure Thomas and William Arthur Raybould. He was the youngest of 4 children, William, Harry, Elizabeth and Ben. Ben graduated from Pottsville High School in 1940. After the attack on Pearl Harbor, he enlisted in the U.S. Navy. He was part of the commissioning crew of the aircraft carrier USS Essex, and honorably served in the South Pacific as an Aviation Mechanic/Second Class CC, and also served as an aircraft gunner. In 1949, Ben moved to New Mexico and worked for the Mountain States Telephone Company for 35 years. Beginning his employment as a lineman, he ultimately found his niche in the marketing department for commercial and government contracts. Ben met his future wife, Edith (Ede) Davenport, while singing in the choir at Central United Methodist Church, and they were married on August 5, 1951, at the same church. Ben and Ede shared over 60 wonderful years together and were blessed with four children and six grandchildren. Admired for his beautiful tenor voice, Ben was asked numerous times to sing at weddings and funerals, and he frequently soloed at both Trinity UMC and St. John's UMC. During the Christmas season, his family especially holds dear the memory of his singing of "Oh Holy Night!" at Christmas Eve services. Although Ben loved blessing the Lord and others with his musical giftings, following his retirement he found extraordinary fulfillment in service to others. He was a dedicated volunteer for Meals on Wheels. While his clients were appreciative of warm meals, they were more appreciative of his endearing laugh, warm conversation and untiring kindness. Ben also gave of his time and energy to install Life Lines for Presbyterian Hospital and volunteer at the Pioneer Telephone Company Museum. Before his health declined, he was an active member of the Men's Group at St. John's. Ben was a devoted and loving husband, father, grandfather, and friend. Those who knew him cherished him and will forever hold his memory and noble example of generous living close to their hearts. Ben is survived by his beloved wife, Ede; his children, David and Linda Raybould and their daughters, Megan and Kathryn, Mark Raybould, Bob and Heidi Raybould and their daughters, Kelsey and Kendra, and Mark and Lisa Dalton and their children, Mallory and Benjamin. He is also survived by his older sister, Elizabeth, as well as several nephews and nieces, all in Pennsylvania. Services will be held at St. John's United Methodist Church, 2626 Arizona St. NE, Albuquerque, on Wednesday, December 28, 2011 at 10:00 a.m. Private interment will take place at Solano Cemetery in Solano, NM. Anyone wishing to make a gift in Ben's name is free to choose a charity that is special to the donor.

Minister: Spain to fall back into recession (AP)

MADRID ? Spain will slide back into recession early next year with the current quarter and the first of 2012 both registering negative growth, new Economy Minister Luis de Guindos said Monday.

De Guindos said he expects the economy ? the eurozone's fourth largest ? to contract by between 0.2 percent and 0.3 percent in the final three months of this year and again in the first quarter of next year. He said the outlook for next year was poor.

"Let nobody be fooled, the next two quarters are not going to be easy either in terms of growth or employment," de Guindos said.

Spain began to emerge from a near two-year recession last year. It had two successive quarters of growth in 2011 before posting zero growth in the third period.

De Guindos took office last week as part of the new conservative Popular Party government. He said then he was confident the country would emerge from its severe economic crisis and return to prosperity and its former status as a job creator.

Spain has the highest unemployment rate of the 17 countries that use the euro, with 21.5 percent joblessness, and is running a swollen budget deficit following the recession that started with the collapse of a real estate bubble.

The Popular Party won a landslide victory in Nov. 20 elections on a promise to get the economy moving again.

Prime Minister Mariano Rajoy has pledged austerity cuts totaling euro16.5 billion ($21.6 billion) and promised labor reforms.

His government is to begin approving urgent measures Friday, including a freeze on filling new civil service vacancies. except in key areas such as the security forces.

Spain has already made sharp cuts to its national spending and introduced several reforms under the former Socialist government, but the economy has failed to respond.

Al-Qaida in Iraq says it was behind Baghdad blasts (AP)

BAGHDAD ? An al-Qaida front group in Iraq has claimed responsibility for the wave of attacks that ripped through markets, cafes and government buildings in Baghdad on a single day last week, killing 69 people and raising new worries about the country's path.

The coordinated attacks struck a dozen mostly Shiite neighborhoods on Thursday in the first major bloodshed since U.S. troops completed a full withdrawal this month after nearly nine years of war. They also coincided with a government crisis that has again strained ties between Iraq's Sunnis and Shiites to the breaking point, tearing at the same fault line that nearly pushed Iraq into all-out civil war several years ago.

The claim of responsibility made no mention of the U.S. withdrawal. Instead, it focused its rage on the country's Shiite-dominated leadership, which Sunni insurgents have battled since it came to power as a result of the U.S.-led invasion that toppled Saddam Hussein in 2003.

"The series of special invasions (was) launched ... to support the weak Sunnis in the prisons of the apostates and to retaliate for the captives who were executed," said the statement in the name of the Islamic State of Iraq.

According to the SITE Intelligence Group, a U.S.-based organization that monitors jihadist Web traffic, the claim of responsibility was posted late Monday on militant websites.

The group said the attacks were proof that they "know where and when to strike and the mujahedeen will never stand with their hands tied while the pernicious Iranian project shows its ugly face."

The remark was in reference to accusations by Sunni militants that Iraq's Shiite-dominated government has allied itself too closely with neighboring Shiite power Iran, a bitter enemy of Iraq under the regime of Saddam Hussein.

The Baghdad military spokesman, Maj. Gen. Qassim al-Moussawi, said al-Qaida in Iraq ? no longer focused on fighting U.S. forces ? is hoping to take advantage of the current political tension to re-ignite sectarian warfare.

"It has become a clear scheme to draw Iraq into a sectarian war again," al-Moussawi said. "Al-Qaida in Iraq played a major role in 2005 and 2006 in pushing the county into a civil war and they succeeded."

On Tuesday morning, a car bomb exploded near a police station in the town of Hawija, 150 miles (240 kilometers) north of Baghdad, killing two civilians and injuring another, said Kirkuk police commander Brig. Gen. Sarhad Qadir.

U.S. and some Iraqi officials have warned of a resurgence of Sunni and Shiite militants and an increase in violence after the U.S. troop withdrawal.

Along with the security challenge, Iraq is facing an increase in political tension as Iraq's Shiite prime minister, Nouri al-Maliki, is engaged in a showdown with the top Sunni political leader in the country.

Al-Maliki's government has issued an arrest warrant for Sunni Vice President Tariq al-Hashemi on charges that he ran hit squads against government officials.

Al-Hashemi has denied the charges and said they are politically motivated.

Canada offers Arctic option: relief wells, with some exceptions

Companies planning to explore Canada?s Arctic offshore region have been given a chance to show they can ?meet or exceed? the National Energy Board?s policy to kill an out-of-control well, otherwise the federal regulator will stick with its same-season relief policy.

In updating its rules, which included consideration of BP?s Macondo well blowout in the Gulf of Mexico, the NEB said in a 53-page report it remains determined to ?minimize harmful impacts? to the Arctic environment by requiring operators to sink a relief well in the same summer season that a well begins to leak uncontrollably.

But it has given companies a de facto exemption to demonstrate that they can apply new technologies to cap a blowout.

It is not yet clear whether that will open the way for Imperial Oil, ExxonMobil, BP and Chevron to file exploration applications in 2012 to explore their Beaufort Sea leases.

?Filing requirements set out the technical information we will need to see in future applications for offshore drilling in the Canadian Arctic,? said NEB chair Gaetan Caron.

?These new requirements provide clarity to future applicants and to those who will provide input into the board?s decision to approve or deny an application for a well in the Arctic.?

Chevron says not feasible

Imperial, as operator, and ExxonMobil each hold 25 percent of the Ajurak-Pokak joint-venture covering two deepwater exploration blocks in the Beaufort, with BP holding the remaining 50 percent. The partnership secured the rights by making combined work commitments of almost C$1.8 billion.

Chevron has two exploration licenses covering a total 1,200 square miles immediately west of the joint-venture properties and is hoping to start seismic work in the 2012-14 period.

In its submission to the NEB?s 18-month consultation with northern communities, the industry and environmentalists, Chevron said the same-season relief well requirement ?would likely not be feasible as drilling moves into deeper water areas, with more complex wells and with more challenging ice conditions than were experienced in the initial phase of Canadian Beaufort exploration 20 to 35 years ago.?

It said the NEB should require drillers to stop uncontrolled flows in the same season that they started, but not necessarily with a relief well.

Chevron has already indicated it is developing a new-generation blowout preventer which it believes would make relief wells unnecessary.

Imperial focused on prevention

James Hawkins, Imperial?s Arctic operations manager, said in a letter to the NEB that his company?s ?primary approach to well control is prevention.

?While it is important to have a relief well plan that has been subject to rigorous review and approval by the NEB, a requirement for same-season relief well capability is generally neither practical nor necessary,? he said.

But the leaseholders, along with ConocoPhillips, say they need more time to study what impact the new stipulations will have on their exploration plans.

However, the NEB does not rule out the use of enhanced prevention technology to avoid the same-season rule, although it said prevention alone will not suffice.

It said NEB panels will now determine whether companies can ?depart from? the relief well rule.

CAPP: Some flexibility

The Canadian Association of Petroleum Producers said the new rules offer some flexibility for companies to ?innovate and apply new technologies.?

In its submission, CAPP said 132 wells have been drilled in the Canadian Arctic, 89 in the Beaufort, with no significant oil spills.

Bharat Dixit, the NEB?s technical leader of exploration and production, told the National Post that the ice pack makes the Beaufort a ?closed ocean? for much of the year, which prompted the NEB to introduce its single-season relief well policy to prevent uncontrolled wells from leaking through the winter.

He said the NEB is confident drilling can be conducted safely in the Arctic provided companies follow recommendations on proper management and training, use a measured pace on development that includes ?pauses? before critical or dangerous work and have a proper spill response plan in place.

Trevor Taylor, policy director at the Pew Center?s Oceans North Canada group, said the NEB?s review is a ?positive first step,? although it is not clear ?what you need to do in order to drill in the Arctic.?

?The industry has been saying they can do it safely, so I think the ball is in industry?s court right now when it comes to demonstrating to regulatory bodies, the NEB in particular, that they?re able to meet requirements,? he said.

However, Taylor warned that ?there?s always going to be the risk? of a spill, adding: ?We?re not saying you shouldn?t drill at all. The risk has to be minimized to that extent that is reasonable.?

Biden calls Iraqi leaders after wave of violence (AP)

WASHINGTON ? Vice President Joe Biden is reaching out to Iraq's leaders to discuss recent violence there and the country's tenuous political climate.

Biden spoke Sunday with Iraqi Prime Minister Nouri al-Maliki, and on Saturday with the president of the Kurdistan region, Massoud Barzani. The White House says Biden expressed condolences for the recent violence in Baghdad and discussed the political climate in Iraq.

Biden's calls follow a wave of bombings in Baghdad earlier in the week that left at least 60 people dead. There are also concerns of a sectarian split in the government after al-Maliki's Shiite-led coalition issued an arrest warrant for the country's top Sunni political leader.

U.S. officials are closely watching the developments in Iraq, which follow the withdrawal of all American troops.
